Notification for Karnatka PGCET Seat Allotment 2016

It is considered necessary to provide for regulation of admission and determination of fee in professional educational institutions in the State of Karnataka and to provide for reservation of seats to persons belonging to the Scheduled Castes, the Scheduled Tribes and Other Backward Classes in professional educational institutions.The Honorable Supreme Court in its judgement in Islamic Academy of Education and others Vs State of Karnataka, reported in (2003) 6 SCC 697, sought to regulate admissions to professional courses through two committees, one for overseeing admissions and the other for approving the fee structure in professional educational institutions, pending enactment of appropriate law by the Parliament. The Supreme Court in P.A. Inamdar and Others Vs State of Maharashtra reported in (2005) 6 SCC 537 has held that where there is more than one minority or non minority institution or similarly situated institution in the State imparting education in any one discipline then a single common entrance test followed by centralized counseling, or in other words, single window system of admission is necessary in order to achieve the twin objectives of transparency and merit. All institutions of the same or similar type,whether minority or non minority institutions will therefore be required to fill their seats through a single common entrance test followed by centralized counseling.Further the Apex Court in the same judgement has held that the State can-regulate admission by providing a centralized and single window procedure which will ensure fair and merit based admissions and prevent maladministration. If the admission procedure followed by the private institutions fails to satisfy all or any of the triple tests prescribed by the Court, the admission procedure can be taken over by the State substituting its own procedure. It is also pointed out that minority institutions will lose their minority character if there is more than a "sprinkling" of students from non-minority communities in these institutions. The Apex Court has also clarified that the minority students should be from within the State. Taking this into consideration the Bill provides for sixty six percent of reservation in minority institutions for students from that community within the State.Whereas the population of the Scheduled Castes, Scheduled Tribes and Other Backward Classes exceeds fifty percent of the total population in the State. The Honorable Supreme Court in Indira saw any Vs. Union of India reported in AIR 1993 SC 477 has held that the reservations made for all categories shall not exceed fifty percent.Keeping this in mind the State Government has issued orders providing reservation for the Scheduled Castes, the Scheduled Tribes and Other Backward Classes to the extent of fifty percent under article 15(4) of the Constitution.Article 15 (5) of the Constitution (as inserted by the Constitution (Ninety-third Amendment) Act, 2005 provided for making any special provision by law by the State Government for advancement of any socially and educationally backward classes of citizen or for the Scheduled Castes or the Scheduled Tribes in relation to admission to education institution including private educational institutions whether aided or unaided,other than minority educational institutions notwithstanding anything contained in article-15 and sub-clause (g) of article 19 of the Constitution. Based on the above policy it is considered necessary to provide for reservation for the Scheduled Castes, the Scheduled Tribes and Other Backward Classes who are socially and educationally backward to the extent of fifty percent in Government, aided and unaided non-minority professional educational institutions.

The seat  issued by the Government for each discipline is to be adopted for allotment seats. College wise, course wise and category wise seat  issued by Government will be hosted on the KEA website for the information of the candidates and parents. After the last date and time fixed for entering the options is over and as per the seat issued by the Government, action has to be taken to allot the seats in the order of merit based on the priority of the options entered by the candidates and by following the reservation policy of the Government.

Seat Allotment Procedure


First Round Seat Allotment

1. After the last date and time fixed for entering the options is over and as per the seat matrix issued by the Government, action will be taken to allot the seats in the order of merit based on the priority of the options entered by the candidates and by following the reservation policy of the Government.

2. The computer begins allotment with the Special Category seat for Physically Disabled and Ex Defense.

3. The computer starts the allotment with the Physically Disabled persons / Ex-defense as per their rank and options. As per the Act, 3 % of the seats in all Government, Aided and Unaided private colleges are reserved and candidates belonging to the Physically Disabled Category can give options as per the seat matrix in these colleges.

4. General Merit category candidates will be considered only in the General Merit quota. The rank list will be invariably followed for allotment of seats. All Reserved category candidates will first be considered for allotment in General Merit as per their merit and rank and as per the options given by them. After the General Merit seats are exhausted the candidate belonging to the respective categories will be allotted the seats in their respective category as per their rank and as per the options given by them.

5. Hyderabad-Karnataka reservation will also be considered for allotment of seats.

1st Phase of allotment of seats

1. Based on the merit and priority of options the first phase of allotment begins. The computer will first allot the seats in the above mentioned order and continues in the same order. While allotting the seats in the 1st Phase at any stage, the seat allotted if any, will automatically get cancelled upon allotment of a seat in the subsequent discipline and such cancelled seat will be considered for allotment of a seat in the next iteration.

2. Therefore, multiple iterations may take place in the 1st Phase. The computer will stop the allotment only if the last seat is allotted or when it reaches the last rank in each discipline. That means the candidates will always be climbing upwards both in options and in roster. The order of allotment as shown above will get repeated in the 1st phase until there is no change in the allotment of any candidate.

2nd Phase of allotment of seats

1. In this phase also, the order of seat allotment remains same.

2. Based on the merit and priority of options the second phase of allotment begins. The computer will first allot the seats in the above mentioned order and continues in the same order. While allotting the seats in the 2nd Phase at any stage, the seat allotted if any, will be released automatically upon allotment of a seat in the subsequent discipline and such released seat will be considered for allotment of a seat in the next iteration.

3. Iterations may take place in the 2nd Phase also. The computer will stop the allotment only if the last seat is allotted or when it reaches the last rank in each discipline. That means the candidate will always be climbing upwards both in options and roster. The order of allotment as shown above will get repeated in the 2nd Phase until there is no change in the allotment of any candidate.

3rd Phase of Allotment of seats


1. After the allotment of seats in the second phase of allotment, the seats that remain unfilled under various reserved General categories such as SCG, STG, 1G, 2AG, 2BG, 3AG, 3BG, along with unfilled special category seats, if any, will be converted to the General Merit category and offered to GM candidates along with all other reserved category candidates in the 3rd Phase of allotment. However, the consequential reserved category seats that arise during the 3rd Phase of allotment and if remains Un-Allotted and if there are no seats in the respective category and will be made available for allotment only to the respective reserved category candidates during 3rd Phase of allotment.

2. In this round also, the order of seat allotment remains same.
3. All the candidates will be considered for allotment of seats in this iteration. Before commencement of 3rd phase the computer will display the number of seats that got allotted in each discipline, total number of candidates allotted and the number of seats remained unfilled and number of candidates Un-Allotted.

4. While allotting the seats in the 3rd Phase at any stage, the seat allotted if any, will be automatically released upon allotment of a seat in subsequent stage and such released seat will be considered for allotment of a seat in the next iteration.

5. Based on the merit and priority of options the third phase of allotment begins. The computer will first allot the seats in the above mentioned order and continues in the same order. While allotting the seats in the 3rd Phase at any stage, the seat allotted if any, will be released automatically upon allotment of a seat in the subsequent discipline and such released seat will be considered for allotment of a seat in the next iteration.

6. Therefore, many iterations may take place in the 3rd Phase also. The computer will stop the allotment only if the last seat is allotted or when it reaches the last rank in each discipline. That means the candidate will always be climbing upwards both in options and roster. The order of allotment as shown above will get repeated in the 3rd Phase until there is no change in the allotment of any candidate.


Allotment Procedure for Choice Before a Candidate

After the entire iteration of all the discipline in all the three phase is complete the final list will be announced on the website and this is known as the First Round. Therefore, many iterations may take place in one round as per the choice of the candidate and as per the availability of seats. The candidate can track down the movement of seats in the different iteration stages to satisfy himself that the best of the choices is allotted to him. Virtual tracking of the process of allotment by the computer can be viewed by the candidate after allotment. This ensures transparency in the entire allotment stage and KEA is known for its motto Trust Through Total Transparency. The final list of the First Round will be hosted on the website, in the Helpline Centers and individual allotment will be sent by SMS, e-mail and the candidates are requested to note the allotment of seats to them in the First Round. The candidate here has 4 choices.

The choices are

Choice 1


1. Satisfied with the allotted seat and candidate is willing to report to the allotted college, therefore candidate will not be considered for further allotment of seats in any subsequent round for any discipline. 

2. Such candidates should download the Callahan from KEA Website, pay the prescribed fees at the specified Banks download the admission order from KEA Website and report to the college on or before the last date mentioned in the admission order and immediately login to their Option Entry Log-In-Id and report to KEA that they have joined the College. Further the College Authority will have to login to their College Login-ID and report that the respective candidate has joined the College. If a candidate fails to report back to KEA that they have joined, then seat will be cancelled even though they might have physically joined.

3. Candidate who has paid the fees and obtained the Admission Order and fails to report to the College on or before the last date and time specified by KEA in the Admission Order, for such candidates no extension of time will be given and the allotment made in his favor shall be treated as Cancelled and he / she has no claim further on such allotment and they will not be considered for allotment of seats in the subsequent round. Such seats shall revert back to the pool and fee paid by them will be forfeited.

Choice 2

I am Satisfied with the allotted seat but willing to participate in the next round. I will pay the prescribed fees by downloading the Callahan / allotted details from the KEA website for the seat confirmed or allotted in the first round. If better option gets allotted in the second round, then earlier allotted seat gets cancelled automatically OR if better option seats are not allotted in the second round, then the earlier allotted seat shall remain in candidates favor.

Choice 3

I am not satisfied with allotted seat but wish to participate in the next round with all the already entered options except the allotted options by surrendering the allotted seat and also re-ordering of already entered options.

Choice 4

1. I am Not satisfied with KEA allotted seat OR I have got seat elsewhere, so I am quitting and not to be considered for allotment of seats in any of the further rounds.
2. A gap of 3 days will be given to the candidates from the date of hosting the allotment details on the website in the First Round to excise their choice of willingness or unwillingness. All candidates who are not satisfied with the choice of seat or course allotted shall necessarily give their willingness for the next round of allotment.

1. Candidates should click on link http://karresults.nic.in/indexcet2016.asp. or Click Official website http://kea.kar.nic.in

2. Click on KEA PGCET Result 2016 listed there for all the courses on the above date.A dialog box will be open.

3. Fill your registration no.

4. Finally click on submit button Your result will be display.

Note:  As the allotment process is all in online mode, the Unique Keyword consisting of eight alphanumeric characters as printed on the Verification Slip (received after document verification) must be used for logging in on the official website http://kea.kar.nic.in The verification of documents has been extended upto 24-08-2016. If any candidate has not verified the original documents till now, can attend the verification process with all the original documents in any of the helpline centers before 24-08-2016 between 10:30 am to 4:30 pm.
