Tamil Nadu Area Health Care Project was implemented from August 1981 to October 1987 at an outlay of Rs. 19.48 crores in the erstwhile combined districts of Salem and South Arcot. Phase II was implemented in four districts viz. Salem, Namakkal, Cuddalore and Villupuram from 1989 to 1996 at a total expenditure of 24.77 crores. Phase III of this project, currently in progress, covers the districts of Dharmapuri, Thanjavur, Nagapattinam and Thiruvarur for most of the activities, extends some of the activities to the old districts of Salem, Namakkal, Cuddalore & Villupuram and supports some state level activities like training, drug supply logistics etc., at a total outlay of Rs. 59.10 crores (including direct funding of Rs. 6.00 crores) over a period of five years. The agreement for the third phase was signed on 24.12.96 and the administrative sanction obtained from Government of India on 05.09.97. The overall objective of this project is to improve the health and family welfare status of the rural population in the project area, especially of the weaker sections. With a view to improving and strengthening the facilities for the delivery of health and family welfare services in an integrated manner in accordance with the National Health Policy, various external agencies are providing financial assistance to the Government of Tamilnadu. DANIDA is a major bilateral donor in the Health Sector. The funding is on reimbursement basis with 85% share by DANIDA, 5% by Government of India and 10% by Government of Tamilnadu. Now the project is in the process of obtaining the revised escalated project cost of Rs 70.70 crores and extends the project period till December 2002. The government of India gave an interim extension upto 22.08.2002.
The Tamil Nadu Medical 2016 merit list has been released on June 17, 2016 by the Selection Committee Directorate of Medical Education, Government of Tamil Nadu. Based on the merit list of Tamil Nadu Medical 2016 candidates has been called for counselling from June 20 for allotment of MBBS and BDS seats in various Government aided Health Sciences Institutes and Private Medical Health Sciences Institutes/Colleges. Government of Tamil Nadu do not conduct any separate undergraduate medical entrance exam but accepts 10+2/HSC marks for admission to 85% state quota MBBS and BDS seats. The remaining 15% which is All India Quota seats is filled through AIPMT/NEET 2016.

Counselling Schedule
Counselling Procedure
1. The selection will be made on merit basis and by counselling applying the rule of reservation by the Government of Tamil Nadu as follows:-
Open Competition : 31%
Backward Class : 30%
Most Back ward Class : 20%
Scheduled Caste : 18%
Scheduled Tribe : 1%
Within 30% reservation for Backward Classes 3.5% will be provided for Muslims and 16% of seats out of the 18% quota earmarked to Scheduled Caste, shall be allocated to the Arunthathiyar Community.
2. BC, BCM, MBC/ DNC, SC, SCA, ST candidates are eligible for Selection under Open Competition as per merit in addition to the reservation made for those categories.
3. Counselling Schedule will be available on the website. Candidates who have not received the call letter in time can also attend the counselling session as per schedule and as per their merit with call letters downloaded from the website.
4. Counselling for the Special Categories will be done before the General Category.
There will be no re-allotment / change of college allotted for the Special Category.
Any discontinued / Not Joined vacancies in Special Category will be added to General Category.
Option once exercised during counselling will be final and cannot be changed.
5. Candidates who fail to attend the counselling at the specified date and time will forfeit their right to admission and their name will not be considered later.
6. Due to unforeseen reasons, if a candidate could not attend the Counselling on the specified date and time he / she can attend on a subsequent time / date during that Counselling phase and will be allowed to take the course and college available at the time of Counselling when he/she actually attends.
7. He / She can authorize his / her parent on his / her behalf and the parent’s decision will be binding on the candidate.
8. The authorization letter must be in the prescribed format in the Annexure XII ( a & b) A candidate who is absent during the 1st phase of counselling for which he / she is called cannot attend the 2nd phase of Counselling.
9. One of the Parents or Guardian will be allowed to attend the Counselling. They should make their own arrangements for attending the counselling session. Individual intimation will be sent for regular counselling through call letters.
10. All communications will be sent only to the mailing address given in the application and self addressed envelopes (Size 24 X 12 cms). The intimation / call letters will be sent either by Registered Post or Speed Post or Courier Service or by e-Post.Selection Committee is not responsible for any postal delay or non receipt of call letters.
11. Any change or modification and relevant information pertaining to this admission process will be made available immediately on the websites at http://www.tnhealth.org or tn.gov.in .The candidates are instructed to frequently visit the website from the date of application till the end of counselling without fail. Please do not wait for counselling information to be received by post, as all information including the date of counselling will be put up in the websites. Call letters can also be downloaded from the websites.
12. Candidates can exercise their option for the course and the college of their own choice at the time of counselling and allotment will be subject to availability of seats.
They are eligible to attend the counselling for re allotment of Colleges. The date of such counselling will be published in the website and also will be informed to the Deans of respective Medical/Dental Colleges. No individual letter will be sent to the candidates.
13. Re-allotment will be made only for those who have joined the course within the stipulated time.Re-allotment for the vacancies arising due to not joining of the candidates both in the State Quota / All India Quota in Government Colleges and newly created seats will be done on merit / community basis subject to the availability of sufficient time before the cut off date prescribed by the Medical Council of India / Tamil Nadu Dr.M.G.R. Medical University.
14. Re-allotment is not a matter of right of the candidate. Re-allotment will be done only through counselling on merit basis following the communal reservation if vacancies are available. If sufficient time is not available vacancies will be filled up with the candidates from the waiting list on merit basis only.
15. Those who obtained allotment order to a particular course in a particular category and college during the counselling but do not join within the stipulated time the particular course and college to which they are allotted will not be considered for admission at any point of time later for that particular category.
16. Those who obtain Retotalled / Revalued marks can also attend the counselling on the day and session according to their new marks. If the candidate produces the Retotalled / Revalued marks after the counselling is over and within the cut off date, then his/her name, will be considered only in the existing vacancies available and he/she cannot claim any preferential rights for allotment according to merit under Retotalling / Revalued marks. Candidates who submit the Revaluation/ Retotalling marks after the cut-off date fixed by Government will not be considered for selection.
17. The vacancies due to not joined seats in State Quota or surrender of All India quota seats or newly sanctioned seats arising after the first phase of counselling will be filled by re-allotment as per merit and communal reservation for the already allotted and joined candidates. The consequential vacancies after re-allotment will be filled up with the candidates in the wait list following the merit and community in which the vacancies arise.
18. The movement of candidate from one category to another category and from one college to another college will be based on the merit following the rule of reservation.
19. If a candidate chooses a Government Quota seat in Self-Financing College category when seats are available in Government Medical / Dental college he / she has to give a declaration to the effect that he/she will not be permitted to claim the Govt. seats later during re-allotment / subsequent phase of counselling.
20. If a candidate opts out of Government Quota in self-financing college category when the seats are available in Self financing Medical / Dental Colleges he / she cannot claim it during subsequent phase of counselling.
21. If candidates opt out they must mark as NO in the column provided in the counselling form. If not marked in the counselling form it will also be considered as NO.
22. If seats are not available in a particular category / categories at the time of counselling and candidates are willing to be wait-listed in that category / categories of seats they must mark WL in the column(s) provided in the counselling form. If not marked in the counselling form, they will not be considered as wait-listed in that category/ categories.
23. Individual request for transfer of college will not be entertained during or after Counselling.Mutual transfers will not be permitted under any circumstances.
24. Candidate are advised to take care during filling up the order of preferences of course, college, category, quota. Candidates of reserved categories will also be considered in open merit, if open merit seat is available then seat of open merit will be allocated to them else seat of reserved category will be allocated.
25. There will be two online counselling and one physical counselling. After provisionally allocation of seat, candidates can download provisional allocation letter from the University website after login to their account and report to the respective college along with all original documents for the checking of documents and their eligibility.
26. After checking of their original documents and eligibility, Principal of the respective college will issue a bank Callahan for deposition of tuition fee at any branch of Oriental Bank of Commerce or HDFC Bank. After depositing a tuition fee, candidates will again report at the provisionally allocated college for their joining and medical checkup. If any candidate do not follow the said process his/her allocated seat will be cancelled automatically without any intimation.
27. If candidate is satisfied with seat allocated to him/her during online counselling, he/she is not required to participate in the subsequent round of counselling. In case, candidate wants to upgrade/change his/her seat he/she will have to participate in the subsequent round of counselling and give their preferences afresh for the course/college/category/quota.
28. In case any candidate wants to quit the course/seat, he/she will have to submit application to the respective college as well as to the University regarding their surrender of seat well in advance before start of next round of counselling.
29. In case candidate seat is upgraded/changed in the subsequent round of counselling and he/she has already deposited the tuition fee, he/she is not required to deposit fee again, provided he/she has to deposit any difference in fee.(if any)
Eligibility
1. Candidate must be 17 years of age as on December 31, 2017.
2. Candidate should be a Citizen of India and native of Tamil Nadu.
3. Candidates must have studied from VIII to XII standards in schools in Tamil Nadu.
4. Candidates who studied from VIII to XII standards either partly or completely in schools situated outside Tamil Nadu have to produce the Nativity Certificate.
5. Candidates must have passed the Higher Secondary Certificate Examination (Academic)
conducted by the Tamil Nadu State Board /any other equivalent Board in one and the same attempt with requisite percentage in Physics, Chemistry, Botany and Zoology and Physics, Chemistry, Biology with any other subjects.
6. Candidates undergoing MBBS and BDS course are not eligible to apply for MBBS and BDS course respectively.
